Tree Planting
Tree planting in the city boulevards or street right-of-ways requires a permit from the city. The reason for the permit is to avoid interference with underground or overhead electric lines, cables and underground water and sewer lines and street signs. There is no cost for the permit.
The City of Windom Tree Commission will be offering a Boulevard Tree Program every year. You can sign up for trees by calling City Hall at 507-831-6129
Any property owner within the city limits that desires a new boulevard trees please contact the City of Windom Street Department 507-831-6137 after January 1, of a given year. Cost for each tree will be $50.00 and the trees will be planted by experience staff. All the property owner needs to do is guarantee they will water the tree weekly throughout the growing season. We advise property owners not to fertilize the new trees as it could harm them in the early stages of growing. Quantities are limited so sign up right after the first of the year. The trees are non-fruit bearing and are considered large shade trees
WEED & GRASS CONTROL
Weed and grass control is the responsibility of our citizens. City ordinance requires mowing the grass and weeds before they are six inches high. If you fail to comply with the ordinance the City of Windom will mow the property and assess the owner. The amount billed to the property owner will include labor, equipment, inspection fee and a processing fee.
City ordinance prohibits depositing grass clippings and leaves in the street. Doing so contaminates the storm sewer system, creeks, lakes & rivers. Note: compost site links.
Insect Control
The Street Department will deploy a London Fog Inc. Model 18-20 High Performance Mosquito Fogger to combat the little pest this season. This machine will allow the city to fog the entire town in just 3 1/2 – 4 hours. Applications are generally done in the late evening or early morning hours beginning in early April through the summer months. These applications are generally done on a bi-weekly basis or when deemed necessary.
This unit offers an unprecedented level of accuracy and precision as it will be used with a GPS sensor system. This means that the fog and speed rate is adjustable and more accurate.
Temperatures must be at least 50 degrees in order to proceed with applications.
Wind speed must be below 8 mph for applications
Even though the actual fog is not harmful to individuals or pets, we ask that you please keep your children away from the truck that is spraying.
The insecticide used by the city is Biomist 1.5+7.5 ULV from Clarke, go to www.clarke.com to review the (MSDS) Material Safety Data Sheet.
Residents can help control the mosquito population around our homes and property by:
- Eliminating standing or stagnate water
- Disposing of any tires, buckets, etc.
- Keeping fresh water in birdbaths
- Cleaning out rain gutters
- Any of these places are ideal for mosquitoes!

SIDEWALK INSPECTION
Sidewalk inspection will be done on an as needed basis. City sidewalks will be inspected and those needing repairs will be marked with pink paint. The city will mail notifications to homeowners that have sidewalks that need repair. It is the responsibility of the homeowner to repair the sidewalk. If the sidewalk is not repaired in 90 days, the city will hire a contractor to repair it. The cost including labor, equipment and materials will be assessed to the property owner.

Street Projects
Street Project- Streets that are scheduled for reconstruction.
Remember to use caution when staff is working on this project and if possible, avoid driving on those streets while work is ongoing.
The 2026 Street Improvements Project includes complete bituminous pavement reconstruction between the existing/new curb and gutter on 1st Avenue from 6th to 16th street, and 17th Street from 4th to 6th Avenue. This will allow for corrective work to the subgrade that may be needed, including a new granular pavement base. This project also includes replacement of water main on 17th Street, the addition of water main on 1st Avenue from 10th to 14th Street. Bituminous overlay with milling operations on 1st Avenue from 16th St north to HWY 60 is also part of the project.
