The City of Windom
has been operating under a Home Rule Charter since about 1920. The Government is a Mayor-Council Plan. The Mayor, Council Members-at-Large, and four Council members (two from each ward) are elected for four-year terms.
A City Administrator, who acts as secretary of the Utilities Commission, is appointed by the Mayor and Council.

Council Meetings
All Council meetings are open to the public and are held on the first and third Tuesday of every month at 6:30 p.m. They are recorded and rebroadcast on Channel 72 on Wednesday and Friday at 10:00 a.m, 3:00 p.m. and 7:00 p.m. the week of the council meeting.
